We are a growing group of concerned Victoria and CRD residents who feel Victoria's Johnson Street Bridge or "Blue Bridge" is an issue of vital importance for the city and region.The goal is to provide a central information platform - information from City Hall, media, articles, blogs and opinions so everyone can make an informed decision.

Anyone confused yet?
Council plans to decide on August 12th for a $77 or $80 million replacement or rehabilitation of the Blue Bridge – that is what has been sent out to the public for survey feedback. Or they could choose to include rail, which most councillors want, but which jacks up the cost to $89 million for replacement and $103 million for rehabilitation – that without any guarantee of regional funding. The timeline is tight as a borrowing bylaw must be set by August 20th in time for a planned referendum in late November. [...]

Delay has nothing to do with the dramatic rise in costs, in fact according to the Vancouver Island Construction Association, labour and material costs have fallen 15-20% since 2008, and the strengthening Canadian Dollar means materials purchased in the US are cheaper. [...]

What was not presented, or discussed, were the potential outcomes of any council decision in regard to a borrowing bylaw – which will be presented as a question in the November referendum. Most council members appear to be in favour of retaining rail for either option which means considering borrowing either $68 million for replacement, or $82 million for refurbishment [...]

Residents are also open minded about bridge options, and feel the City should take in a wide assessment of variables to determine the best options. That is somewhat at variance with the need to ‘get on with the job’, but clearly suggests the public is concerned City Engineering, and the bridge consultants, have not thoroughly explored all possibilities. Rail and historical consideration were also low on the list of priority considerations. [...]

On Thursday November 19th Council held a special meeting to discuss the Johnson Street Bridge borrowing bylaw, and choose to go ahead with voter approval through the Alternative Approval Process (counter petition) or referendum. In the end the vote, as expected, was for counter petition. [...]

John Baird announced the Federal Government will provide $21 Million of the estimated $63 Million for the replacement costs of the Johnson Street Bridge. The Province of BC, which normally would contribute another 1/3rd as previously planned under the Infrastructure Stimulus Fund, has so far declined to contribute – and the Federal money is now coming from the Build Canada Fund. There are a number of vital questions that must be answered by Minister Baird, the Mayor and Council in regards to this funding – some of which we expect will be covered at tomorrow’s announcement, but others which are vital to the future of the bridge. [...]
